Conflict Prevention, Combatting Terrorism and Peacekeeping Solutions

In High Noon, Rischard researched characteristics for countries that are likely to experience internal conflicts. The first and most obvious characteristic is poverty. Secondly, countries that receive very low income and low education may result in internal conflicts. Third, countries that has exportable resources that can be seized and easily cashed in, for example, diamonds in Sierra Leon. Fourth, a country may experience conflicts if there is an ethnic group that can dominate over the smaller ones and finally, where a country contains a large group of angry fugitives. If a country has the above characteristics, it is very likely internal problems will be a result.

Once these internal problems have started, peacekeeping and intervention will be the next step. Even though peacekeeping has been around for a while, there are still ways to improve it. One way is by means, meaning having the equipment to settle a conflict, the money to supply the equipment, as well as people to help in this effort. Another way of improving peacekeeping is by having a quicker response. It is easier to resolve any problem early on than waiting for later when more damage has occurred. Also, by advancing our technology we can improve peacekeeping and intervention. At the moment, people are working on technology that will help peacekeeping but keeping the casualty number down. Last, we can improve the principles of peacekeeping and have an accepted set or rules, this will greatly improve the process.

The most common technique exercised by the UN to negotiate with countries that are causing terrorism is sanctions. Sanctions are forms of punishment and there are many types. An economic sanction is domestic penalties such as ban on trades (trade sanction), tariffs and import duties. The United States imposed this sanction on Iran for “state sponsor of terrorism” and is still active today. There is an international sanction, which are actions taken by a country on another for political reasons. This includes removing diplomats as well as military intervention, like Great Britain has done to Iraq. Sanctions can be effective in many situations, especially if they are imposed early on in the internal problem.

The UN, who can only intervene when requested to do so by the country in turmoil, does not have a specific definition for peacekeeping but in their Charter it is placed between traditional methods of resolving disputes peacefully through things such as negotiation and ways that involve more forced action. Peacekeeping methods have evolved with the times and with technology. Methods of peacekeeping mainly entail maintaining ceasefires and attempting to stabilize situations. Once those things are done, then the re-stabilization of the political aspect of the conflict can be handled. Peacekeeping is usually done sin-force, but in some cases, like when dealing with rebels and militants, it is absolutely necessary. Conflicts are now not only between different countries, but are also between different cultures in the same country (i.e. civil war).

Conflict can be prevented via several strategies mentioned in the history as well as other methods. Firstly it is possible to prevent many conflicts by tracking looted resources such as diamonds and other minerals. Of course, to properly, and fast, prevent conflicts Governments require having power to seize assets of leaders of numerous predator groups. It is also a necessity to utilize special methods of controlling small-arms trade in countries likely to go into conflict as well as it is to observe numerous countries where a large group rules over another one, which for example includes establishing the rights of minorities in a certain constitution. Once war has started it is much harder to intervene, and hence this methods help in certain situations.
